Field Project Manager

The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana and Garissa regions as well as in Eastleigh, Nairobi. 
The IRC implements programs in the areas of comprehensive primary health care, nutrition, protection, peace building, water and sanitation and hygiene (WASH), HIV/AIDS prevention, response to gender based violence, disaster risk reduction (DRR), livelihoods and governance.

Description

Based in Lodwar the Field Project Manager - Environmental Health/WASH  will ensure appropriate delivery, and sustained impact of all WASH interventions, good participation of target communities and other local stakeholders in close collaboration with the Project partners.  
This position holder will support all aspects of technical design, implementation, monitoring and evaluation of the WASH activities; development of implementation strategy/approaches and guidelines including providing feedback to partners for purposes of improving programme quality. 
The Field Project Manager will be the main Technical liaison between IRC and the County level line GoK Ministries and will also be expected to work alongside other sectors (HIV, Nutrition, GBV) to ensure efficiency and integration of programme activities.

Key Responsibilities

Programme:
  • Overall responsibility for the management of the EH/WASH  programme in Turkana County while providing  technical expertise to the communities, partners in selecting of approapriate and sustainable WASH development options.
  • Ensure that the vital elements of community participation, contribution, ownership and sustainability are being addressed with all EH/WASH interventions.
  • Support Design and Assessments/studies that are geared towards identifying existing hygiene and sanitation practices, EH-related health risks, barriers to safe hygiene practices and priorities in target communities and schools.
  • Working closely with the EH/WASH Staff, undertake analysis  of data/assessment findings to inform on design of WASH Strategies and approaches that are sustainable and in line with the MoPHS/ MWRI community strategies.
  • Contribute and support the Field Program Cordinator, the EH /WASHCoordinator and the Grants Unit in the design of new programs including the development of new proposals and budgets for the WASH interventions in Turkana County.
  • Working with the EH/WASH staff, design and plan activities to geared towards reducing risky hygiene practices, with reference to both physical and behavioral aspects at targeted local institutions and communities.
  • Provide all necessary technical expertise to the Field EH/WASH  team in all EH/WASH related activities and where appropriate, to other IRC programmes.
  • Conduct regular field visits, supervision and monitoring of all EH/WASH related activities to ensure quality of activity implementation meets acceptable standards.
  • Take direct lead in planning of  all EH/WASH activities according to grant requirements in collaboration with the EH Coordinator, EH/WASH team and Field program  Coordinator.
  • Contribute towards development of Country strategic plan, specific EH/WASH outputs for program integration (HIV, GBV Nutrition), and design of new WASH programs.
Capacity Building & Human Resource Management:
  • Support the EH/WASH  team in designing community training modules in line with the MoPHS/MWI/WRMA guidelines for use during trainings.
  • Support the EH/WASH team in conducting all community related WASH trainings targeted to   CHWs, CHEWs, WUAs, Water Operators and Technicians.
  • Support strengthening the capacity of local partners in programmatic and technical EH/WASH related aspects, through identification, capacity assessments, trainings and conintous engagements.
  • Mentoring, supervision, training and appraising all EH/WASH staff with support from the Field Program Coordinator/EH Coordinator.
Reporting:
  • Report on the progress of EH/WASH activities highlighting any anticipated programme delays and proposing solutions in order to meet deadlines.
  • Produce initial drafts of all WASH related donor reports and support the Grants unit and the EH Coordinator/Field Program Coordinator in finalizing the same before submission to the donor.
  • Contibute in compiling study, assessment reports including technical reviews of the same when called upon.
  • Contribute in the design of M&E tools and implementation of the same in all EH/WASH related activities.
Coordination:
  • Liaise directly with communities, local institutions  and local authorities on EH/WASh related  issues as well as other agencies operational in Turkana regularly to ensure coordination and effective implementation of activities.
  • Ensure a strong, strengthened engagement/liason with local CSOs active within Turkana County in EH/WASH related activities.
  • Represent IRC in all EH/WASH Coordination forums in Turkana County and at national level when called upon.
Supply Chain and Finance:
  • Submit monthly cash forecasts based on planned activities to the Finance Officer in a timely manner
  • Monitor monthly expenditure on programme activities and review the BvA with the Finance Officer, Grants Unit as appropriate to ensure burn rates are consistent with the work plans set.
  • Collaborate with Supply Chain in generating and tracking orders (POs, PRs) and in approving internal requisitions of stock for EH/WASH-related activities.
  • Collaborate with Supply Chain to ensure proper tracking of EH/WASH stocks as predetermined frequencies
Requirements for the position
  • BSc in Water Resources Engineering or similar field (Civil & Structural Engineering).
  • Computer literate (word processors, spreadsheet, database, CAD and statistical packages, etc).
  • Minimum 4 years of EH (WASH, Watsan) experience with an NGO.
  • Proven practical experience in EH project implementation, including engineering activities and M&E in ASAL areas.
  • Proven practical experience in partnership engagement and management.
  • Comfortable to work in a remote environment.
  • Ability to work and adapt under pressure.
  • Excellent oral and written communication skills.
  • Strong organizational and interpersonal skills
