1. County Secretary 

(1 Post)
Job Group ‘T’
 
Duties and Responsibilities
 
The County Secretary shall provide guidance and direction to the county public service and will be answerable to the Governor.
 
Duties will include:
  • Being the head of the county public service;
  • Being responsible for arranging the business and keeping the minutes, of the county executive committee subject to the directions of the executive committee;
  • Conveying the decisions of the county executive committee to the appropriate persons or authorities;
  • Ensuring efficient management of resources and co-ordination of County Government resource; and
  • Performing any other functions as directed by the county executive committee.
Requirements:
  • Be a Kenyan citizen.
  • Be in possession of a bachelor’s degree, and a master’s degree in either strategic management, business administration, economics or equivalent qualifications from a university recognized in Kenya.
  • Have working experience of not less than 10 years at managerial level.
  • Satisfy the requirements of chapter six of the constitution.
  • Be conversant with Government policies and regulations
  • Be conversant with the Constitution of Kenya and devolution laws.
  • Have ability to work in a multi-ethnic environment with sensitivity and respect for diversity.
  • Have capacity to work under pressure to meet strict timelines.
  • Have good interpersonal and communication skills.
  • Demonstrate thorough understanding of county development objectives and Vision 2030.

Duties and responsibilities
 
The Chief Officer shall be the authorized officer in a specific ministry and shall be responsible to the respective County Executive Committee Member.

Duties will include:
  • The administration of a county ministry.
  • Formulation and implementation of effective programs to attain vision 2030 and sector goals.
  • Development and Implementation of strategic plans and sector development plans.
  • Implementation of Policies and regulations.
  • Providing strategic policy direction for effective service delivery.
  • Ensuring compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Performing any other duties as may be assigned from time to time.
Requirements:
  • Be a Kenya citizen.
  • Have a Bachelor’s degree from a University recognized in Kenya.
  • Possession of a Master’s degree in a relevant field will be an added advantage.
  • Have vast knowledge and experience of not less than 10 years in the relevant field, five of which should be in a managerial position,
  • Demonstrate thorough understanding of county development objectives and Vision 2030,
  • Be a strategic thinker and result oriented.
  • Have excellent communication, organizational and interpersonal skills.

3. Head of County Treasury (Accounting)
 
(1 Post)
Job Group ‘R’
 
Duties and responsibilities
 
The officer will be the head of Accounting Function and responsible to the Chief Officer, Finance, for efficient management of Accounting Services at the County.

Duties will include:
  • Advising on all accounting matters;
  • Implementing Government accounting standards and policies;
  • Designing and developing County accounting systems;
  • Implementing and coordinating the budgeting process;
  • Ensuring budgetary control ;
  • Mobilising resources for funding the budgetary requirements of the County Government and putting in place mechanisms to raise revenue and resources.
  • Developing and ensuring the implementation of internal controls;
  • Maintaining the accounting systems and records;
  • Advising on the efficient use of financial resources and county assets
  • Maintaining the county’s books of accounts;
  • Preparing the financial statements including the Balance Sheet, Income and Expenditure and Cash Flows;
  • Preparing financial reports in line with County and National Governments’ requirements;
  • Supervising staff in the function;
  • Facilitating internal and external audit of the financial statements;
  • Undertaking capacity building for staff in the treasury (accounting) function;
  • Ensuring compliance with the Values and Principles as outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Performing any other duties as may be assigned from time to time.
Requirements:
  • Have served in Job Group ‘P’ and above in the Public Service or in a comparable position in the Private Sector, for a minimum period of five (5) years
  • Have a Bachelor of Commerce (Finance, Accounting, Business Administration), Economics Degree or its equivalent.
  • Have MBA or MA in Economics degree or in any other relevant field from a recognized university.
  • Be registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing.
  • Have shown exemplary leadership qualities.
  • Have capacity to work under pressure to meet strict timelines.

4. Head of County Supply Chain Management

Job Group ‘R’

Duties and responsibilities
 
The officer will head the Supply Chain Management Unit and be responsible to the Chief Officer, Finance, for the efficient management of Supply Chain Management Services in the County.

Duties will include:
  • Policy implementation and interpretation on supply chain management;
  • Advising the Chief Officer, Finance, on matters pertaining to Supply Chain Management;
  • Providing guidance in overall supply chain management policy.
  • Issuing administrative guidelines on implementation and interpretation of the Public Procurement and Disposal Act and Relevant Regulations;
  • Introducing modern inventory management techniques and approaches;
  • Implementing e-government procurement strategies;
  • Interpreting international trade agreements/policies related to procurement;
  • Implementing inventory management information system;
  • Providing guidance on procurement policies and procedures;
  • Liaising with other sections on issues of procurement;
  • Providing overall guidance on contract design and management;
  • Providing guidance on disposal of County Government inventory and other assets;
  • Advising on quality assurance on goods, works and services;
  • Management, training and development of County Supply Chain Management personnel;
  • Ensuring the attainment of the objectives outlined in the Public Procurement and Disposal Act, 2005, including promotion of local industry economic development;
  • Ensuring compliance with the Values and Principles as outlined in Articles 10 and 232 of the Constitution of Kenya
Requirements:
  • Have served in job Group ‘P’ and above in the Public Service or in a comparable position in the Private Sector for a minimum period of 5 years;
  • Have a Post Graduate Diploma in Supplies Management or a Bachelor’s Degree in any of the following: Commerce, Business Administration, Economics, Procurement & Supplies Management, Marketing, Law, Engineering or the equivalent qualification from a recognized institution;
  • Have a Masters degree in any of the following: Procurement and Supplies Management, Logistics and Supply Chain Management, Business Administration, Commerce or other relevant field from a recognized university;
  • Have shown exemplary leadership qualities;
  • Be a member of relevant professional body and in good standing.

5. Principal Liaison Officer

Duties and responsibilities
 
The Principal Liaison Officer shall be based in Nairobi, responsible for the coordination of activities and events for the county and will be answerable to the Governor.

Duties will include:
  • Coordinating activities with National and County Governments and other agencies,
  • Providing Protocol Support and Public Relations Services,
  • Identifying investment opportunities with local and overseas investors,
  • Planning, managing, documenting and reporting on County affairs,
  • Implementing activities and assignments relating to maintaining and enhancing the image of the county,
  • Facilitating movement, accommodation and appointments for county officials and guests,
  • Preparing itineraries and agendas for county officials and guests,
  • Planning and conducting official events,
  • Advising on current and future events that are beneficial to the county,
  • Providing periodic reports,
  • Ensuring compliance with the values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Perform any other duties as may be assigned from time to time.

  • Be a holder of a Bachelor’s degree from a University recognized in Kenya in any of the following fields: finance, economics or marketing.

6. Sub-County Administrators

Job Group ‘Q’
 
Duties and responsibilities
 
The sub-county administrator shall be responsible for the coordination, management and supervision of the general administrative functions in the sub-county unit, and will be answerable to the Chief Officer, Public Service and Administration.

Duties will include:
  • The development of policies and plans;
  • Coordinating developmental activities to empower the community;
  • The provision and maintenance of infrastructure and facilities of public services;
  • Exercise any functions and powers delegated by the County Public Service Board under section 86 of The County Government Act, 2012;
  • Facilitation and coordination of citizen participation in the development of policies and delivery of services
  • Coordinating the management and supervision of general administrative functions
  • Ensuring effective service delivery;
  • Ensuring compliance with the National Values and Principles of good governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Performing any other functions that may be assigned from time to time.

7. Protocol Officer

Duties and responsibilities
 
The protocol officer shall be responsible for organizing and coordinating official public functions and will be answerable to the Chief of Staff

Duties will include:
  • Organizing official events,
  • Preparing the guest lists and seating arrangements.
  • Coordinating arrangements for press coverage of official functions,
  • Facilitating linkages with other institutions and organizations,
  • Ensuring efficient and effective communication with stakeholders
  • Facilitating appointments.
Requirements
  • Be a Kenyan citizen,
  • Be a holder of a Bachelor’s Degree from a University recognized in Kenya and a post-graduate qualification in any of the following; communication, journalism, public relations or marketing,
  • Possession of a master’s degree will be an added advantage,
  • Have working experience of not less than 5 years, preferably in Public Relations,
  • Satisfy the requirements of chapter six of the constitution.
  • Demonstrate understanding and commitment to the values and principles of public service as outlined in articles 10 and 232 of the Constitution of Kenya.
  • Be computer literate.
