The Isiolo County Public Service Board wishes to recruit competent and qualified persons to fill the following positions as per the constitution of Kenya 2010 under Article 176 and County Government Act No.17 of 2012 Section 45.

County Chief Officers

Job Group ‘S’

The Ten (10) posts will be for each of the following portfolios
  • Treasury and Economic planning.
  • Agriculture, Livestock development and Fisheries.
  • Health services
  • Environment, Natural Resources and Tourism.
  • Water and Irrigation
  • Roads and Infrastructure
  • Education, Sports and Social services.
  • Co-operative Development, Tourism, Trade, Industry and Enterprise Development.
  • Land, Housing, Urban areas and Physical Planning.
  • Public Service Management and ICT

Duties and Responsibilities

The County Chief officer shall be the authorized officer in respect of exercise of delegated power and shall be responsible to the respective County Executive member for:-
  • The Administration of a County Department.
  • Oversee management of finances, preparation and submission of budget estimates, annual plans and programs
  • Development and implementation of strategic sector plans and performance management.
  • Formulate and Implement policies and plans that conform to county strategic plan and vision 2030.
  • Promote national Values and Principles of good Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Perform any other duties that maybe assigned from time to time.
  • Requirements for appointment
  • Be a Kenyan Citizen.
  • Be a holder of at least a first degree from a University recognized in Kenya
  • A Master’s Degree in the relevant field applied for will be an added advantage..
  • Satisfy the requirements of Chapter Six of the Constitution,
  • Have knowledge, experience and a distinguished career of not less than Ten (10) years in the specific area, five of which should be at managerial level.
  • Understands the diversity within the County.
  • Senior management course or strategic leadership development programme will be an added advantage
  • Have capacity to work under pressure to meet strict timelines
  • Additional qualification for County Chief Officer in charge of Treasury and Economic planning:
  • Must be a CPA(K) holder
  • Holder of a Bachelors’ and Masters’ degree in business administration, finance or economics
  • Be in possession of extensive experience and training in public finance
  • Demonstrate progressive advancement and increased responsibility over financial decision making process in public finance
  • Must be conversant with computerized accounting packages

Terms of Service: Contract
Basic Salary: Kshs.120, 270 – 196,270 p.m.
House Allowance: Kshs.56, 000 p.m.
Other allowances: Kshs.20,000 p.m.

Job Group ‘Q’

Sub County Administration
Isiolo North

Duties and Responsibilities

The Sub County Administrator shall be responsible to the County Secretary for the following;
  • Develop and implement policies and plans
  • Ensure effective service delivery
  • Coordinate development activities to empower the community
  • Manage the county public service
  • Facilitate and coordinate citizen participation in the development of policies and plans
  • Exercise any other functions and powers delegated by the County Public Service Board under section 86 of the CGA 2012

Requirement for Appointment
  • Be a Kenyan Citizen.
  • Be a holder of at least a first degree from a University recognized in Kenya.
  • Working Experience of not less than Ten (10) years in administration
  • Satisfy the requirements of Chapter Six of the Constitution.

Basic Salary: 89,748 – 120, 270 p.m.
House allowance: 20,000 p.m.
Commuter allowance: 14,000 p.m.
Terms of Service: Permanent

Town Administrator

Job Group ‘P’

One (1) Post

Ref: ICPSB/2013/03

The Town Administrator shall be answerable to the town committee.

Duties and Responsibilities
  • Implementing the decisions and functions of the board• Overseeing the affairs of the town
  • Developing and adopting policies, plans, strategies and programmes
  • Formulating and implementing an integrated development plan
  • Maintaining a comprehensive database and information system of the administration and providing public access thereto upon payment of a nominal fee to be determined by the committee
  • Ensuring preparation and submission of the town annual budget estimates to the relevant County Treasury for consideration and submission to the county Assembly for approval as part of the annual County Appropriation Bill
  • Establish, implement and monitor performance management systems; and
  • Perform such other functions as may be delegated by the town committee.

Requirements for Appointment
  • Be a Kenyan citizen;
  • Be a holder of at least a first degree from a university recognized in Kenya.
  • Working experience of not less than five years in administration or management either in the public or private sector; and
  • Satisfy the requirements of Chapter Six of the Constitution.
  • Salary Scale: Kshs. 77,527 – 105,894 p.m.
  • House Allowance: Kshs. 20,000 p.m.
  • Commuter Allowance: Kshs. 12.000 p.m.

Ward Administrators

Job Group ‘N’

Wards: Wabera, Bula Pesa, Chari, Cherab, Ngare Mara, Burat, Oldonyiro, Garbatulla, Kinna and Seircho

Duties and Responsibilities

  • The Ward Administrator will be responsible to the Sub County Administrator for the following;
  • Coordinating, managing and supervising the general administrative functions in the ward.
  • Implementing policies and plans.
  • Ensuring effective service delivery.
  • Coordinating developmental activities to empower the community.
  • Providing and maintaining infrastructure and facilities of Public Service.
  • Facilitating and coordinating citizen participation in the implementation of policies and delivery of service.
  • Exercising any functions and powers as may be delegated by the County Public Service Board.

Requirements for appointment

For appointment a candidate must:
  • Be a Kenyan Citizen.
  • Be a holder of at least a Diploma with Seven (7) years’ experience in supervision or a first Degree from a University recognized in Kenya with working experience of not less than Five (5) years in administration/management.
  • Satisfy the requirements of Chapter Six of the Constitution.

Basic Salary: KSh.48,190 – 65,290 p.m.
House Allowance: Ksh.17, 000 p.m.
Commuter allowances: Ksh.8, 000 p.m.
Terms of Service: Permanent
